Governments worldwide are rushing to attract hyperscale data centers with land, tax breaks, and power guarantees, but most lack the leverage and infrastructure to capture real economic value from these facilities, according to a report published on CIO.com in 2025. The analysis, written by an industry veteran who has spent a career designing and constructing these facilities, argues that developing nations are trading away resources without understanding what they're competing for. The report warns that countries failing to negotiate strategically will look back in two decades and realize they bankrolled someone else's infrastructure empire.

The United States operates roughly 4,000 data center facilities, more than any other nation by a wide margin, and that figure is expanding faster than most of the rest of the world combined. A large data center consuming 100 megawatts requires roughly the same power as a small city, delivered reliably around the clock with redundancy built in, plus millions of gallons of water monthly for cooling. India has introduced a 20-year tax holiday for foreign cloud operators in its 2026 budget, while Malaysia has drawn more than $24 billion in approved data center investment, positioning Johor as an overflow market for Singapore. Singapore itself banned new data center construction outright from 2019 to 2022 over resource concerns, and even its 2025 reopening came with strict sustainability quotas that left hundreds of megawatts of demand unmet.

The report finds that a data center run by a foreign hyperscaler employs only a small local facilities team, sends all operational decision-making offshore, and keeps every dollar of generated value inside its own balance sheet. "A data center is not an economic anchor the way a factory is," the author writes, noting that factories transfer skills, build supplier ecosystems, and create middle-class employment at scale while the host country of a hyperscale facility gets the electricity bill and water consumption but the technology company gets the asset. According to the analysis, what nations are actually competing for isn't a building but the right to be inside the infrastructure layer that runs the global economy for the next three decades, requiring negotiations about data rights, local engineering capacity, grid co-investment, and long-term operational control—conversations almost nobody is having.

The report explains that the gap between wanting a data center and being able to sustain one is precisely where deals collapse, projects stall, or facilities get built and then underperform. Most developing countries don't yet have the power reliability, fiber connectivity with multiple diverse routes, construction workforce expertise in raised floor systems and precision cooling, or the water resources required before a single server is installed. The analysis argues that governments negotiating effectively are demanding local data processing requirements, commitments to train and hire local engineers, co-investment in grid upgrades, and technology transfer agreements, treating compute infrastructure the way Gulf states treated oil infrastructure in the 1970s—recognizing that leverage exists during the negotiation, not after. The report identifies power as the binding constraint everywhere, positioning companies that can deliver reliable, cheap, clean power for data centers through grid modernization, on-site generation, or small modular nuclear reactors as sitting on the scarcest input in the industry.

The report concludes that the physical layer of AI infrastructure—the land, the power, the cooling, the fiber—is being locked up right now, mostly by a handful of private companies operating across borders with very little accountability to the countries hosting them. For capital allocators, the uncaptured value sits in power solutions, second-tier markets, and policy-stable emerging economies, while for governments, the window to negotiate from a position of strength is now, before the facilities are built and the leverage is gone. Once the servers are in the ground, the terms are set. The clash between national sovereignty and global infrastructure control will define whether emerging markets become true technology hubs or simply real estate hosts with long-term liabilities. Negotiating power isn't just about electrical capacity—it's about who writes the rules when the digital economy becomes too critical to relocate.
